This performance indicator measures the number of EDA grants which help communities and regions be better positioned for foreign direct investment.

Tracks the USPTO’s efforts in relation to prioritizing countries of interest for purposes of improved IP protection and enforcement, capacity building, and legislative reform, including creation of country/region strategic plans
and specific action plans.

The AHHI provides an indicator of the overall amount of U.S. EEZ that is currently surveyed to an appropriate level of certainty to support safe navigation. The index is measured based on an internal model that assessed the degree of certainty needed for a a given area based on several factors – for instance, highly tracked and shallower areas need higher resolution surveys, and must be resurveyed more frequently to capture natural and human-caused changes (e.g., from storms, dredging, or maritime accidents). The index has a maximum score of 300; areas that are more important to maritime industry are weighted more heavily in the index.

This performance indicator measures the estimated sum of private investment leveraged, by communities and regions, attributable to the EDA investment made to support the travel and tourism sector.

An Economic Benefit is a dollar value of all financial/contractual transactions, capacity investments and increases in sales to MBEs via the assistance of MBDA programs, services and resources.

The indicator reflects how well Manufacturing USA Institutes meets a real national need and is intended to measure the extent to which the industrial partners perceive that they are receiving value from the existence of the Institute. Non-Federal partners dedicate resources when they believe that there will be economic benefit. Non-Federal sources include industry partners of all sizes, state and local governments, economic development entities, institutions of higher education, private organizations and individuals. Investment includes cash and in-kind resources provided.

The number of new and existing minority business enterprises (MBE) assisted through an MBDA program. A MBE is a business enterprise that is at least 51% owned and controlled by one or more socially or economically disadvantaged individual; and the management and daily business operations of which are controlled by one or more socially or economically disadvantaged individuals.

This indicator reflects the value, relevance, and usefulness of NIST research facilities to industry users. NIST research facilities are unique capabilities that can be leveraged through partnerships with businesses, especially manufacturers, to accelerate discovery and commercialization of innovative products. This indicator counts the number of Cooperative Research and Development Agreements between industry and NIST laboratories, as well as the number of industrial institutions that use the NIST user facilities (NIST Center for Neutron Research and the Center for Nanoscale Science and Technology).
