NOAA is consolidating activities for the NAVSTA Newport, RI location. Currently NOAA has two ships homeported at NAVSTA, the Henry B. Bigelow and Okeanos Explorer. In order to remain in compliance with the CENOTE Act, NOAA is required to co-locate with the Navy whenever possible to increase technological sharing capabilities. This consolidation aligns with NOAA's regional facilities plans. The OMAO consolidation has milestones to complete design (FY22), and then FY23 issuance of an RFP and award of the contract.

Metric calculated as the percent of Climate Prediction Center long range temperature and precipitation outlooks (monthly and seasonal outlooks) exceeding Heidke Skill Score (HSS) of 10 (10% better than a climatological forecast). Due to the scarcity of long-range outlooks (six per month), scores are smoothed over a three-year period. To better track results, three individual metrics are tracked – 1) All forecasts combined, 2) Temperature only, and 3) Precipitation only.

This measure captures the results of ITA’s front-line diplomatic engagement with foreign governments in support of a U.S. company or industry. A Written Impact Narrative (WIN) occurs when a foreign government action/decision as a result of engagement results in the following outcomes for a U.S. company or industry: reduced/removed/prevented trade barrier; reduced/removed threat to U.S. business/economic interest; foreign compliance with a trade agreement; facilitated an export transaction; or, a U.S. company has a signed contract for a foreign procurement. The measure tends to fluctuate over time as the outcome (foreign governments agreeing to voluntarily honor trade agreement obligations) is dependent on actions by sovereign nations which are outside of direct U.S. control.

This indicator represents the average of all indicators reported Department-wide. The results of this indicator lag one year after the results of all the indicators within the Department. This metric is calculated based on actuals for all public performance indicators.

This performance indicator measures the dollar amount of EDA grants made to communities and regions to help build community and regional capacity for entrepreneurship and innovation.

This indicator captures the results of ITA’s efforts to level the playing field for U.S. business by increasing the number of trade barriers reduced, removed, or prevented. The measure tends to fluctuate over time as the outcome (foreign governments agreeing to voluntarily honor trade agreement obligations or remove market access barriers) is dependent on actions by sovereign nations which are outside of direct U.S. control.

This is a follow up to the previous measure: “Percentage of Trade Adjustment Assistance Center (TAAC) clients taking action as a result of the assistance facilitated by the TAAC.” This measure will determine if the assistance facilitated by the TAACs is market based and results in desired outcomes. The centers conduct client surveys and report findings to EDA.
